Anytime you mix electricity with water, you get a potentially deadly combination.  The worst possible scenario is when somebody is electrocuted due to a light that is installed incorrectly.  In many parts of the country we now have legislation and rules to prevent these types of situations.  

Currently in south Florida as well as many parts of Texas, the current building code requires the installation of pool safety transformers for all underwater lighting applications.  This is a very good thing and will likely be followed by other parts of the country in the future.

There are many other advantages to using pool safety transformers other than pool safety.  Specifically by using lower voltage lighting fixtures you will see a longer life time of your fixture.
